National Engineering Services Pakistan (Pvt.) Limited (NESPAK) invites sealed bid proposals from well-reputed consulting firms (as sub-consultant) registered with the Pakistan Engineering Council (PEC) for carrying out consultancy services for “Technical Audit of existing Cement Plants in the Salt Range and recommendations for Negative and Positive Areas for Installation of New Cement Plants in the Salt Range” for the project “Delineating Negative and Positive Mining Areas for Installation of Cement Plants in the Salt Range.” The consulting firms having relevant expertise in preparation of cement plant’s feasibility studies, process design and improvement of cement plants are invited to submit technical and financial bids.

The Request for Proposal (RFP) document containing Terms of Reference (TORs), Evaluation Criteria and other terms & conditions can be obtained upon payment of Rs. 500/-(Rupees five hundred only) in the shape of bank draft in favour of NESPAK up to April 14, 2017 during working hours or can be downloaded from NESPAK (www.nespak.com.pk) and PPRA (www.ppra.org.pk) website.”

Interested firms are requested to submit their technical and financial proposals by April 24, 2017 up to 1:00 P.M. at the address given below. The technical proposal will be opened on the same day at 2:00 P.M. Conditional, optional, incomplete and proposal lacking the Evaluation Criteria shall be considered ‘Non-Responsive’. National Engineering Services Pakistan (Pvt.) Limited (NESPAK) requires the services of an Environmental Laboratory for environmental monitoring sampling and testing of wastewater, surface water, stack gas emission, ambient air, noise and modelling of stack gas emission for the project “Delineating Negative and Positive Mining Areas for Installation of Cement Plants in the Salt Range.”

The introduction of the project and Terms of Reference (TORs)/Scope of Work can be obtained upon payment of Rs. 500/-(Rupees five hundred only) in the shape of bank draft in favour of NESPAK up to April 12, 2017 during working hours or can be downloaded from NESPAK (www.nespak.com.pk) and PPRA (www.ppra.org.pk) website

The laboratories approved by the Environmental Protection Agency (EPA) having capacity to execute works as per the Punjab Environmental Quality Standards (PEQS), 2016 are invited to submit sealed bid quotations along with the EPA approval certificates and licensed software for the above-mentioned services at the address given below not later than April 24, 2017 up to 14:00 hours. Bids shall be opened on the same day at 14:30 hours in the presence of bidders’ representatives. Selected laboratory must be able to mobilise to site within 10 days of award of work and submit report within one month after mobilisation. The envelope of bids shall bear the name of the project and clearly mark “To be opened by bid opening committee only.”
