NESPAK's Regional Office at Kabul, Afghanistan, was established in June 2003. Ravaged by war, the Islamic Republic of Afghanistan needed immediate help from the outside world for its reconstruction and rehabilitation. The Committee on Rehabilitation and Reconstruction of Afghanistan, in a meeting chaired by President of Pakistan, decided to hire NESPAK's services for projects for reconstruction in the war-torn Afghanistan. Later, this amount was increased to US$ 1,042 million.
