NESPAK Regional Office at Kabul, Afghanistan, was established in June 2003. Ravaged by war, Afghanistan needed immediate help from the outside world for rebuilding and rehabilitation works. The Committee on Rehabilitation and Reconstruction of Afghanistan in a meeting chaired by President of Pakistan, decided to hire NESPAK's services for projects in Afghanistan.
