  8. Repeat order may be placed within 6 months of bid opening date.

  9. In case a better /higher model is available in the market in this period at same price the supplier shall supply it.

  10. No advance payment will be made by NESPAK. Payment will be released within four weeks of supply of approved stock as per purchase order.

  11. Sales Tax, Income Tax and other Taxes shall be deducted as per Government rules.

TERMS & CONDITIONS:

  1. Sealed quotations can be submitted on February 23, 2017 up to 11:00 am along with pay order (refundable) amounting to Rs. 50,000/- (Rupees Fifty Thousand only) as earnest money for the above item at the address given below. Quotations will be opened on the same day at 11:30 am in presence of the bidders who would choose to be present. Pay order of supplier approved by the committee will be retained till completion of supply order. In case of non compliance of the purchase order, earnest money of Rs. 50,000/- will be forfeited and purchase order will be treated as cancelled.

  2. Quotations received without earnest money and after due date and time shall not be entertained.

  3. Supply of cloth shall be made according to approved sample within four weeks of issuance of purchase order by NESPAK. The supply shall be in form of packets of 13.5 meters (width 54’’) (468 Thaan) and 15 meters (width 54’’) (04 Thaan).

  4. Samples of cloth proposed to be provided will be marked with the price inclusive of all taxes.

  5. No advance payment will be made by NESPAK. Payment will be released within four weeks of supply of approved stock as per purchase order. In case of disapproval of supplied stock, the party will have to lift the stock from NESPAK House on its own expense within 3 days.

  6. NESPAK reserves the right to increase quantity of each item and this bid is valid for six months.

  7. Repeat order may be placed within 6 months of bid opening date.

         All bids will be considered inclusive of all Govt. Taxes. The bids, which do not include Govt. taxes will be declared cancelled.

The successful bidders will have to remove vehicles on or before January 24, 2017. Inspection can be made during office hours from Monday to Friday from 8:00 A.M to 2:00 P.M at the address given below. The earnest money of the first and the second highest bidders will be retained till the final decision.   9. In case a better /higher model is available in the market in this period at same price the supplier shall supply it.

  10. No advance payment will be made by NESPAK. Payment will be released within four weeks of supply of approved stock as per purchase order.

DETAILED DESIGN OF JALALPUR IRRIGATION PROJECT
UPDATING ENVIRONMENTAL IMPACT ASSESSMENT STUDY

National Engineering Services Pakistan (Pvt.) Limited (NESPAK) requires the services for environmental monitoring, sampling and testing of ambient air, background noise levels, water & wastewater for the subject project. A total of eight (8) locations have been identified for baseline air quality & noise levels monitoring. Fifteen (15) locations have been selected for groundwater monitoring and 10 locations for surface water/wastewater sampling.

 

Locations for sampling/monitoring are within the proximity of Head Rasul Barrage, Jalalpur Sharif, Tehsil Pind Dadan Khan, Khewra and Tehsil Khushab in the Punjab Province. However, exact location of the points shall be finalised during field work. Details of parameters and Terms of Reference (TORs) for environmental monitoring, sampling and testing can be downloaded from NESPAK (www.nespak.com.pk) and PPRA (www.ppra.org.pk) website  

 

The Environmental Protection Agency (EPA)-approved laboratories, possessing capacity to execute work as per the Punjab Environmental Quality Standards (PEQS), 2016 are invited to submit their sealed quotation along with EPA approval certificates for the above- mentioned services at address given below not later than December 8, 2016 up to        14:00 hours. Bids shall be opened on the same day at 14:30 hours in the presence of bidders’ representatives. Selected laboratory must be able to mobilise to site within 10 days of award of work and submit report within one month after mobilisation. The envelope of bids shall bear the name of the project and clearly mark “TO BE OPENED BY BID OPENING COMMITTEE ONLY.” The bidders are required to submit Rs. 50,000/- (Rupees fifty thousand only) bid security in the form of bank draft/CDR/pay order in favour of NESPAK along with bids. Bids without security amount will be rejected.

 

The cost for collection, preservation and transportation of samples to the laboratory and other logistics such as transport, accommodation e.t.c., is to be borne by the laboratory. Cost must be inclusive of all taxes. The bidders shall also take care of security arrangements, if required, for themselves during field work. Sealed quotations can be submitted on October 20, 2016 till 11:00 hours along with Rs. 25,000 earnest money in form of pay order/CDR/Bank Draft in the name of National Engineering Services Pakistan (Pvt) Limited. Quotations will be opened on the same date at 11:30 Hours. Pay order of supplier approved by the committee will be retained till completion of supplyorder. In case of non compliance of the purchase order,earnest money will be forfeited and purchase order will be treated as cancelled.

  2. Quotations received without earnest money and after the due date and time shall not be entertained. The vendor must give a specific brand name with quoted items.

  3. The competent authority reserves the right to reject any or all the bids in accordance with Rule 33 of Public Procurement Rule 2004.

  4. Quotation provided shall be marked with the price inclusive of all taxes. The purchase order shall be issued independently to the lowest bidder of each item.

  5. Supply of said items shall be made within two weeks of issuance of purchase order by Nespak.

  6. NESPAK reserves the right to increase quantity of each item and this bid is valid for six months.

  7. Repeat order may be placed within 6 months of bid opening date.

  8. No advance payment will be made by NESPAK. Payment will be released within four weeks of supply of approved stock as per purchase order.

  9. Sales Tax, Income Tax and other Taxes shall be deducted as per Government rules.

         BID INVITATION
 

The WRMIS Consultants invite sealed bids (with duties/taxes such as income, sales and customs) from eligible bidders for the supply of brand new hardware and software for the establishment of a Data Centre.  

Interested bidders may obtain further information and inspect the bidding documents at the project office of the WRMIS Consultants for the Development of Water Resources Management Information System (WRMIS) and Decision Support System (DSS) for Efficient Irrigation Water Management in Punjab, NESPAK.  

A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the Team Leader and upon payment of a non-refundable fee of Pak Rupees 500/- (Five hundreds only) in cash. 

A pre-bid meeting will be held at 11:30 hours on August 15, 2016 at WRMIS Consultants’ Project Office.

 Bids must be delivered to the above office on or before 11:00 hours on September 02, 2016 and must be accompanied by a bid security as per bid data sheet in shape of a bank draft/call deposit in the name of National Engineering Services Pakistan (Pvt.) Limited (NESPAK), Lahore, Pakistan.

 Bids will be opened in the presence of bidders or their authorised representatives at 11:30 hours on September 02, 2016 at the WRMIS Consultants’ office. 

The bidders are requested to give their best and final prices as no negotiations are allowed under the World Bank procurement guidelines. 

The bidders are eligible to bid for the complete package. Partial or incomplete bids will not be accepted. 

As provided in the bidding documents, bidder(s) engaged in corrupt or fraudulent practices (including collusion/polling) will be declared ineligible either indefinitely or for a stated period of time. 

The WRMIS Consultants reserve the right to accept or reject any bid without assigning any reason to the bidder(s) under the rules. However, WRMIS Consultants shall, upon request communicate to any supplier or contractor who submitted a bid, the grounds for its rejection, but are not bound to justify those grounds.
